<title>Updated Publication for Churches and Religious Organizations Issued </title>

Churches and religious organizations are generally exempt from income tax and receive other favorable treatment under the tax law; however, certain income of a church or religious organization may be subject to tax, such as income from an unrelated business. The Internal Revenue Service (IRS) offers a quick reference guide of federal tax law and procedures for churches and religious organizations to help them voluntarily comply with tax rules. A new edition of Publication 1828, Tax Guide for Churches and Religious Organizations, is now available. The contents of this publication reflect the IRS interpretation of tax laws enacted by Congress, Treasury regulations, and court decisions. The information given is not...

The 2008 Form 990, released by the Internal Revenue Service in December 2007, is effective for 2008 tax years (for returns filed in 2009). The new background documents are described below. The first of these documents, Background Paper &#8211; Summary of Form 990 Redesign Process, provides a 5-page explanation of the redesign process, from the release of the form&#8217;s discussion draft in June 2007 to today&#8217;s release of the new form&#8217;s instructions. <title>IRS Offers Preview of Revisions for New Form 990 Instructions</title>
<description>The Internal Revenue Service has offered a glimpse of some of the changes being made to the draft instructions for the new Form 990 &#8212; and says it will posted the revised instructions in full on the its Web site by August 15. The Form 990, which was completely redesigned for the 2008 tax year, is the primary document that charities annually file with the federal government. Among the changes to the instructions will be a revised definition of the term key employee for the purposes of reporting executive compensation, transactions with charity insiders, and other items. In response to criticism that the original definition was overly broad, the IRS has laid out a three-prong test to identify key employees. To counter complaints about some of the new form&#8217;s extensive reporting requirements, the revised instructions will lay out how charities can prove they have made a reasonable effort to obtain relevant information about the family and business relationships among their trustees,...

<title>TANO Joins in Public Support of The Giving Incentives to Volunteers Everywhere Act of 2008 (GIVE Act)</title>
<description> The Texas Association of Nonprofit Organizations (TANO) joined dozens of its fellow State Associations, and the National Council of Nonprofit Associations (NCNA), in a letter to Senators Charles Schumer and John Ensign, endorsing their bi-partisan leadership in introducing the GIVE Act to correct unfair tax policy and support charitable nonprofits and our volunteers. As expressed by Tim Delaney, NCNA President &amp; CEO, the letter to the Senators read, By meeting with nonprofits, you have heard how discriminatory tax policy and high gas prices have combined to diminish the pool of volunteers who can use their own vehicles to transport meals to the homebound, drive the elderly and ill to doctors&#8217; appointments, deliver governance oversight, and provide other needed services. The bill you have introduced respects the value of volunteers and eliminates the disincentives that prevent charitable volunteers from doing what they really want to do, which is to help the needy in their...
